Fiscal Note
The 2015 Police Capital Budget Project No. 11, Taser Replacement, includes $165,000 for the purchase of taser equipment and supplies funded by a direct appropriation from the General Fund. This resolution amends the capital budget to increase the expenditure authority to $183,000 with the difference of $18,000 funded by the sale of the current Tasers. An additional $31,000 is included in the Police Department segregated training fund for taser training bringing the total amount to $214,000.

Preamble
Taser International, Inc. (Taser, hereafter) has supplied the Madison Police Department with electronic control devices, related hardware and equipment, training aids and instructor training since 2002. The Police Department continues to rely on electronic control devices as a less lethal alternative for the apprehension of resistive subjects.
WHEREAS, Taser has been deemed a
sole source provider in the past by City Purchasing for the provision of electronic control devices; and,
WHEREAS, Taser provides electronic control devices, related hardware and equipment, training aids and instructor training; and,
WHEREAS, a Purchase Order under a
sole source cannot be created for payment of these invoices without Council action because they exceed $25,000; and,
WHEREAS, funding is included in the Police Department training fund for purposes of Taser training ($31,000); and,
